Certainly one of the better Godzilla films, and I've seen every single one (I still need to add them here, though). It's no mindless monster film; it actually has thoughts in it's brain, and political statements to make.
Despite a large cast, all the important characters get their due (and they're all likable. Bonus!) and unlike past films, the human plot actually kept me engaged.
That said, I can also see why some people wouldn't like this film. Fair warning: Godzilla doesn't appear all that much compared to past films, and the majority of scenes revolve around people sitting at desks discussing political situations, some of which may go over some people's heads. The overall pacing is slow, too.
Basically, it's a thinking man's Godzilla. And trust me, there isn't anything wrong with that.
