There's a lot to be said for the portrayal of Godzilla in the Godzilla sequences--but there's also a lot to be said for the way the filmmakers string together a broad array of scenes of people sitting around tables or in conference rooms arguing, and make them feel just as dynamic. That the two poles (giant dinodestruction, tiny civil servants) seem to balance either other so well dramatically feels like a minor miracle.
