I've never cared much about whether Cobb is still dreaming or not, I don't think it matters. He's not whole again but at peace with... inadvertently driving his wife insane, leading to her suicide and his absentee fatherhood.
Was there ever a version of Inception where Cobb Incepts the idea in the DA to throw a potential criminal case setting him free to be with his kids? I imagine you could draw the same parallels between Fisher and his deadbeat father and Cobb and his kids with a DA hurt by their own father.
Or rather: did Cobb even need to be a wanted international criminal, or did he go that route because he wanted to/out of selfishness? Because he didn't believe those were his kids either.
