This movie is very subtle, but if you look deep into it you might get a political message out of it.
I might be reading too deep into the movie but I think that he is saying Japan's bureaucracy and dependence on foreign support makes them unprepared to deal with a real major threat.
Also America is a dick, but we knew that.
I loved this movie and some of the scene with the Government got a legit laugh out of me, like hiring renegade scientists that just consisted of people who were not going to wear suits.
And while some of the CGI dropped it a star, the classic Godzilla Dun nah nah, dun nah nah, dun nah nah nah nah nah nah theme recovered that star.
