Almost an epic in bureaucratical anti-climax. This thing is directed and shot with such a propulsive eye that I found myself instantly invested in what is probably a bore for 90% of the audience. It doesn't stop Godzilla from being a total terror and I think she gets an adequate enough screen time to destroy Tokyo on an apocalyptic scale. Anno was the perfect choice for this and it's good to see his fetishing of the procedural taken to satiric extremes. Some will see the ending as a cop out--I kind of found it refreshing that instead of some nuke orgy, Godzilla is handled in a way that feels more symbolic in weight than just blowing it up real good. I kind of loved it.
