A breakneck takedown of bureaucracy and hierarchy, and a potent illustration of how deference to existing power structures can stand in the way of an effective response to unfolding catastrophe, whether that's climate change, a pandemic, or nuclear disaster.

A little too overwhelming and exhausting for me to enjoy moment to moment – although I'm aware that that's a crucial part of how the film makes its point – but it's honestly pretty impressive that a film with this central idea can also be a mainstream action film with a big scary monster boy.
