The Incredible Hulk was made with way too big of a safety net. I can see the reason for this is so that they start off their cinematic universe with two promising films. Instead, this film is the most predictable and unexciting movie of the entire cinematic universe.
Edward Norton was constricted by the script, but Tim Roth was pretty good regardless. What we also see is numerous loose strings that were most likely touched upon in an original draft of the script, but you can tell they left a lot on the cutting room floor. Instead of having a whole body of a movie, The Incredible Hulk is just a skeleton of one.
