It's quite special but I felt the sudden change of mind, while completely understandable, felt a little bit rushed and was formulated in service of obvious dramatic effect which the rest of the film avoids.

Very opaque, but I assume it's a political satire about a hard to pin down representative of the state at an island in the French Polynesia, who seems concerned about possible plans to restart nuclear tests in the area, but also seems to have little to no knowledge or control on the matter.
