This movie succeeds in what every other features couldn't quite pull off: build Gotham City as if its an actual character.
The first spoken dialogue of Joker by Arthur is "Is its just me or is it getting crazier out there" and then the rest of the movie just evolves around this. Gotham is the Taxi Driver's NYC and Arthur is our Travis Bickle padding through the defiling city. With no ability of empathy, Arthur owns up who he is and by doing so radicalizes the world around him.
The only thing that's holding the movie back is the narrowed focus of Joker. With just a little more characters this movie instead of being a character-driven semi-structured art piece could've made more resounding arguments on the moral decay of humanity.
